Real Estate Tax Bill Changes

This past week, real estate tax bills arrived in mailboxes across the county. You may have noticed that it looks a little different this year. Due to the implementation of Senate Bill 190, which provides tax relief to senior citizens, public taxing entities may show two different line items, including the Lincoln County R-III (Troy R-3) School District.
LCR3’s total tax rate is $4.6878 per $100 of assessed valuation (which is $0.10 lower than last year due to the $0.10 rollback approved by the LCR3 School District’s Board of Education at their August tax rate hearing). Within the $4.6878 total, there are two tax levies, previously voted on and approved by taxpayers: the operating levy at $3.3128 and the debt service Levy at $1.3750.
Because Senate Bill 190 only applies to the operating levy, it was necessary to show the two portions of the total tax rate in separate line items.
What you will see on your bill
In past years, all public school tax rates were shown on one line. Starting this year, that line will be split into two separate parts:
- Troy R-3 - This is the District’s operating levy, the account schools use to pay salaries and benefits, utilities, purchase curricular items, and cover expenses with the exception of bond payments.
- Troy R-3 Debt - This is the District’s debt service levy, the account schools use to pay off bonds that allow the District to build and maintain facilities.
This update is only about how the information is shown. It does not raise taxes or add a new tax.
Your Total School Tax Rate Has Not Increased
Even though there will now be two lines instead of one, the total tax rate for our district stays the same. Again, this is not a new tax. It is simply a new way the county must list existing tax rates on your bill.
Why Some Tax Bills Still Increased
If your total amount due is higher this year, it is because of an increase in your assessed valuation, which is determined by the county assessor’s office. School districts do not control assessed valuation.
